Wole Soyinka Faults the Sexual Offences Bill – READ!!!

Nobel laureate, Wole Soyinka, has called on President Muhammadu Buhari to withhold his assent to the Sexual Offences Bill (also known as the anti-rape bill), which stipulates a life imprisonment for any individual found guilty of rape or sexual intercourse with children under 11 years; 10 years for incest; 10 years for child pornography or a fine of N2 million; and 14 years for sexual abuse, among others passed by the former National Assembly…

Prof Soyinka, who is of the opinion that a nation should not be founded on sexual exploitation of the fragile and innocent – had this to say:
“President Buhari – and here I make my first imposition on his presidency – should never place his assent on such a nefarious distraction,” he said in a letter to the organizing committee of the June 12 Movement of Nigeria.
“Its implications doom the victim to afflictions that churn the stomach even to think of the human toll. Perhaps those legislators think that vaginal fistula is something thought up by arm-chair critics with nothing better to occupy their minds. No matter, let those who profess a genuine concern declare their stand on this.
“On my part, I find unacceptable any effort to build a nation on perversions that merely minister to man’s sexual appetites. This is a sordid appeasement of a minority who actually require psychiatric help.
“President Buhari should not give his assent to the Bill without amendments that address the earlier Yerima gift to the nation. It’s a trap.”
“In the supposedly progressive bill, sponsored by the respected Senator Chris Anyanwu. I could not help but notice a reiteration – as if to ensure that there is no ambiguity – of the word ‘child’, near superfluously.”
“Well, we understand ‘child’ as defined in most dictionaries. There is however also child as defined by the Nigerian legislature. This definition is contained in a prior Bill, sponsored, no less, by a notorious serial paedophile and cross-border sex trafficker, yet lawmaker – one Ahmed Yerima.
“Does Yerima’s Bill, gleefully assented to by his peers, not simply vitiate this latter, supposedly humane concern for the protection of the child? Again, I confess to being only a ‘bloody layman’ in such matters.
“However, reading both bills, it strikes me that all the new bill does is empower the clique of paedophiles. All you need do is ‘marry’ even a six-year old under any local laws, and do whatever you want with her. Through marriage, she is already an ‘adult’. Her ‘defiler’ is now fully protected by this law. She is not.”
The Nobel laureate added:
“The current bill is the ancient story of locking the stable door after the horse has bolted. End of story? Yerimah and his fellow perverts are having the last laugh.”
“This latest addition of insult to social injury was tucked within a last-minute avalanche of bills that were passed at lightning speed during the tail-end of the last legislative assemblage – 47 bills in under 3 hours – surely one for the Guinness Book of Records. An accident? Or by design?
“This bill, subjected to wrong arguments, merely consolidates the reduction of female minors to sex objects. As long as you can afford a bag of rice or – as in the case of cross-border tastes such as Ahmed Yerima’s – ten thousand dollars, you are free to rape a child to death.
“This, surely cannot pretend to represent the will of a people who care. Once you re-define female adulthood as marital status, all subsequent protection bills for the girl-child are worthless, cynical.”

Buhari to earn N14.4m annual salary + See what others will earn

According to a report by Vanguard, this is what President Buhari, VP Osinbajo and other top govt officials will earn. Isn't it too small though? Read full report from Vanguard below...
The Revenue Mobilisation Allocation and Fiscal Commission, RMAFC, has reviewed the salaries of the President, Vice President, Senate President and Speaker of the House of Representatives and Speakers in the 36 states of the federation, as well as well other legislators in both the National and State Assemblies among other public officers in the country. Based on the total package prepared by the RMAFC, President Muhammadu Buhari ‘s annual salary and allowances stand at N14, 4 million.

The break down shows that his Basic Salary is N 3,514,705 and Hardship allowance, N1,757,350:50. Constituency N 8,786,762:50 and Leave Allowance – N351, 470.
Buhari will receive a 400 per cent increase in his salary amounting N14. 058 million, as gratuity upon a successful completion of his tenure.

The Federal Government is to provide him with all his needs including vehicles, Special Assistants, Personal Assistants, entertainment, security, utility bills,newspapers, medical bills and clothings.
The president’s estacode and Duty Tour allowance were not specified.

However, the Vice President Osinbajo is to receive an annual Basic Salary of N2,064, 400; Hardship allowance- N1, 515, 786.25 and a Constituency Allowance of N7, 578, 931.25, bringing his total annual earning to N12.1million.

About 75 per cent of his annual basic salary would be paid for vehicles and their maintenance if he chooses to buy his vehicles and maintain them.

He is to receive another 25 per cent to hire his Personal Assistants; 75 per cent for domestic staff; 45 per cent for entertainment and 30 per cent for utility.

The VP is to receive a separate 20 per cent of his salary for monitoring; 200 per cent for accommodation and 300 per cent for furniture.

His duty Tour Allowance stands at N 35, 000 per night and an estacode of $900 per night.
He is to receive 10 per cent of his salary as Leave Allowance and 300 per cent as gratuity upon a successful completion of his tenure.

National Assembly
Also, following a downward review of salaries and allowances of both the National and State Assembly legislators, the Senate President will receive a basic annual salary of N2, 484, 242.50 and allowance of N6. 2 million, bringing the total to N8. 69Million. His monthly salary is about N724, 570. In addition, he collects 250 per cent of his Annual Salary as Constituency Allowance.

However, his vehicles and their maintenance are provided by the federal government. Similarly, his domestic staff, entertainment, utilities, security responsibility, Legislative Aids, House Maintenance an, as well as a Special Adviser and a Personal Assistant are provided by the federal government.
Similarly Robe (clothing) and newspapers are provided for the Senate President.

The Deputy Senate President enjoys the same benefits except that his Annual Basic Salary stands at N 2,309,166.75, total allowance N 5,772,916.8, bringing total annual salary to 8,082,083.63 and a monthly pay of N 673,506.97

The Senate Majority Leader receives a salary of N12, 968, 960.

The Minority leader receives a total annual salary of N12, 908, 168. The Whip receives N12, 867 . The same applies to Committee Chairmen. Incidentally in the last administration almost all senators were chairmen of various committees.

The allowances received by the members of the upper legislative chamber is far more than their salaries indicate.
For instance, each senator receives 75 per cent of the annual salary as allowance for a vehicle and its maintenance.
They collect another 75 per cent of their salaries for domestic staff; 30 per cent for entertainment; 30 per cent for utilities; 25 per cent for robe (clothing); and 250 per cent as constituency allowance.

Others include, another allowance unspecified which stands at 53 per cent; newspapers 15 per cent; Personal Assistance, 24 per cent; and House maintenance 5 per cent.

House of Reps
At the House of Representatives, the Speaker receives a total annual salary of N 4,334,942.50.
Just like the Senate President, the federal government provides his vehicles and their maintenance .
His domestic staff, entertainment, utilities, security responsibility, Legislative Aids, House Maintenance an, as well as a Special Adviser and a Personal Assistant are provided by the federal government.
Similarly Robe (clothing) and newspapers are provided for the Speaker by the Federal Government.
He receives 75 per cent of his salary as constituency allowance.

The Deputy speaker whose annual salary stands at 4,002,309.94 enjoys similar benefits as the speaker.
The Majority Leader of the House, the Minority Leader, the Chief Whip and Chairmen of Committees receive annual salaries of N 6, 352,680.00.
In addition, they receive 50 per cent of their salaries as Vehicle and Maintenance allowance; another 50 per cent for domestic staff; 10 per cent for utilities and another 10 per cent for House maintenance.

House of Assembly
Speakers of the State Houses of Assembly enjoy all the benefits as their federal counterpart where virtually all they need are provided with public funds. However, their annual salaries stand at N 2,049,843.75 and a Constituency Allowance of N25 per cent of their Annual Salaries.

Deputy Speaker receives N 1,807,478.13 and 25 per cent of same as constituency allowance.
Members at the House of Assemblies receive annual salaries of N 2,473,866.25.
In addition, they receive 20 per cent for vehicles; 25 per cent for domestic staff, 10 per cent for utilities; 25 per cent each for robe, constituency , Personal Assistant and 5 per cent for newspapers.

The decision to review the current salaries and allowances of the nations’ public office holders received approval of many members of the public who had complained that the Nigerian law makers were about the highest paid in the world. These are the official earnings of these political office holders. But their spoils of office amount to several millions and even billions of naira in recent past.

FG bans paramilitary agencies from use of camouflage uniforms; restricts use to only the military

The use of camouflage uniforms by various security agencies other than the Armed Forces namely; Army, Navy and the Air Force has been banned. The Nigerian Police will however use the uniform when in Joint Operation with the military or on special operation such as specific anti-riot missions. This followed the directive of the National Security Council, as it approved the recommendations of a committee on measures to streamline the use of camouflage uniforms, in view of the security implications and concerns raised on the clamour, duplicity and proliferation of camouflage uniforms in the country.
The use of camouflage/fatigue is therefore restricted to the military and for occasional use by the police henceforth. The directive also stipulates that the military is to adopt only 2 types of camouflage for the 3 arms of the Armed Forces. All para-military agencies using various camouflage/fatigues uniforms have up to January 2016 to withdraw such materials currently in their inventory.

With this development, the Ministry of Justice along with law enforcement agencies have been tasked to ensure that extant laws guiding the use of uniforms in Nigeria are strictly enforced. In the same vein, the Office of the National Security Adviser has been vested with the authority to vet and clear any production and supply of camouflage uniforms in Nigeria.

The proliferation and imitation by criminals and impostors using uniforms especially the camouflage have been generating some concern in national security circles. The development has been communicated to all the agencies by the Office of the National Security Adviser.

On Tuesday, May 2, 16 year old  Kafayat Bello was beaten mercilessly by her father, Ibrahim Bello, who is a commercial bus driver. She said he whipped her till she could not walk and then he plugged their pressing iron and burnt her multiple times, inflicting severe injuries all over her body.

Kafayat, whose case has been taken over by the Office of the Public Defender under the Lagos State Ministry of Justice, according to Punch, explained that on the day of the incident, she was given the duty of attending to a client who needed manicure and pedicure at her mom’s beauty salon.


“When I finished attending to the customer, I left the shop to play with some of my friends. When I got back, my mother asked where I was and told me she would report me to my father. When I got home, my mother told my father what I did, he started to beat me very hard and he then went off to plug a pressing iron, which he used to burn me all over my body,” she said.
When the brutal beating of the daughter became unbearable for Kafayat’s mother who stood by as her husband punished their daughter, she rushed out to call neighbours for help, who later came in to restrain him.

OPD officials who handled the case said Ibrahim locked up his daughter after the incident and warned her not to go out until the injuries healed so that no one would know what happened.
“But when her classmates came looking for her from school they told her she had missed some tests. In order not to miss more tests, she rushed to school on Thursday, two days after she sustained the injuries. When she got to school, that was when we discovered the extensive injuries,” a school official who reported the case said.
As soon as the case was reported, her dad was arrested and OPD took over the case.According to reports, there were at least 15 visible bruises on Kafayat's where she sustained severe injuries from her face down to her thighs.

Omotola said her office would continue to monitor the case to ensure that Ibrahim was diligently prosecuted.

Apart from the case of Kafayat, another case which OPD are working on is the that of five-year-old Olamilekan Mustapha, whose father, Adigun beat him till he lost consciousness.
His 28-year-old father reportedly resuscitated the boy thereafter.
The series of brutal beating Olamilekan’s father has meted out to him seems to have turned his young body to a map of some sort as healed and fresh marks of whiplashes crisscross all over his body and face.
All the boy could say was “my father beat me all the time” when asked about the marks all over his body.
Like Kafayat, observant teachers in Olamilekan’s school reported his case to the authorities when they noticed the extensive marks all over the boy’s face and body when he went to school the following morning.
Adigun, who is an auto mechanic, was later invited by the Office of Public Defender, where he was later handed over to the police for prosecution.
OPD said a protection order was being processed for the custody of Olamilekan in a government children’s home, where the boy would be kept pending the determination of his father’s case in the court.
It was gathered  that Olamilekan’s mother and Adigun had separated some years ago. But that his step-mother, who is nursing a two-month-old baby also beat the boy ruthlessly regularly as well.
Director of the OPD, Mrs. Omotola Rotimi, told our correspondent that the children were victims of transferred aggression but that the severity of the cases has warranted that the fathers be charged to court.
Rotimi said, “The case of the girl that was burnt with iron was so severe that she could have lost her life in the process. We also have the father in custody and would ensure that he is prosecuted diligently for the severe assault on the girl.
“While he kept the girl at home, he invited an auxiliary nurse to treat her injuries but the nurse did a very shoddy job. The injuries could have deteriorated and caused further damage to the girl’s body if not because we were notified on time. We had to ensure the girl receive adequate treatment first.”

Oh no! Doctor mistakes Tattoo ink for cancer, removes woman's uterus, cervix, Fallopian tubes and pelvic lymph nodes

When a California woman with cervical cancer underwent a body image scan, doctors noticed bright areas in her lymph nodes, suggesting her cancer had spread. But it was only after surgery to treat the cancer that they realized the real reason for those bright spots: her tattoos.

The 32-year-old woman with four children had recently been diagnosed with cervical cancer. In November 2012, her doctors requested the imaging scan to check to see if the cancer had spread (metastasized) to other parts of her body.

"Findings of possible metastatic disease on PET scans can certainly change management," Eskander said. "We want to make sure that people understand that these false positives could arise in patients that have tattoos," he said.

The researchers did find that the woman had a small number of cancer cells in one of her pelvic lymph nodes, a condition that doctors call a "micro metastasis." But this micro metastasis was too small to have shown up on the PET scan, so it was only by chance that the doctors found it, Eskander said.
The type of scan the doctors wanted was a PET/CT fusion scan, which combines technology from both PET and CT scans, and requires that patients receive an injection of a radioactive tracer that makes tumors appear as bright spots on the scan.
The scan showed not only the woman's cervical tumor, but also bright spots on the lymph nodes in her pelvis, which looked suspiciously like cancer metastases, the researchers wrote in their report of her case, published in the journal Obstetrics and Gynecology.

To treat her cervical cancer, the woman had surgery to remove her uterus, cervix, fallopian tubes and pelvic lymph nodes.

But when doctors later examined cells from the woman's lymph nodes under a microscope, they saw that the cells contained deposits of tattoo ink — not cancer. The woman had more than 14 tattoos on her legs.
"Those lymph nodes that were lighting up brightly on the PET scan were doing so because of the tattoo pigment that was in the lymph nodes," said study co-author Dr. Ramez Eskander, assistant clinical professor of gynecologic oncology at the University of California, Irvine Medical Center, who treated the woman.
There have previously been reports of tattoo ink spreading to people's lymph nodes and showing up on PET scans in patients with other cancer including breast cancer and melanoma. But this appears to be the first case reported in a patient with cervical cancer, Eskander said.

In this woman's case, seeing the brightly lit lymph nodes did not change the doctors' surgical plan, Eskander said. But it's important that doctors are aware that extensive tattoos could look like cancer on PET scans, because this could change the way they treat a patient. For example, if a doctor is convinced that a patient has metastatic cancer, he or she may suggest that the patient undergo chemotherapy and radiation right away, rather than surgery, Eskander said.

The woman didn't have any complications after her surgery, and she was allowed to leave the hospital after three days. She is now doing very well and doesn't have any evidence of cancer recurrence, Eskander said.

Transgender teen sues school board for allegedly not allowing him to use boys restroom

The American Civil Liberties Union filed a federal lawsuit Thursday against a Virginia school district over a bathroom policy they say discriminates against transgender students. The ACLU alleged the Gloucester County School Board's rule that transgender students must use alternative facilities is unconstitutional under the 14th Amendment and Title IX law, which prevents discrimination in federally funded schools, according to a news release.
16 year old Gavin Grimm, said that he's been adhering to the policy while at school, so he usually "holds it" the whole day until he's out. Otherwise he has to go to the nurse's or staff bathroom.
 
"It’s very stressful and humiliating," said Grimm, who was allegedly called a "freak" by a community member. "It makes it impossible for me to live as myself peacefully. The issue has outed me on grand scale, which should never have to happen to anyone."
 
Last August, he says he told the school in Gloucester that he was a boy and received permission to use the boys' restroom from the principal shortly after.
But a policy change on Dec. 9, 2014 barred him from using the bathroom of his choice, the court complaint explains.
 
"It shall be the practice of the GCPS to provide male and female restroom and locker room facilities in its schools, and the use of said facilities shall be limited to the corresponding biological genders," the school board announced, according to the complaint, "and students with gender identity issues shall be provided an alternative appropriate private facility."
 
The announcement was made after the board voted 6-1 in favor of the new policy, according to the public meeting minutes posted online.
 
According to the federal lawsuit, the majority of the 37 members of the public who commented at the meeting expressed opposition to Grimm's use of boys' restrooms.
"One speaker called him a 'freak' and compared him to a person who thinks he is a 'dog' and wants to urinate on fire hydrants," the ACLU alleged in the court complaint.
 
Since adopting the restroom policy, three unisex, single-stall restrooms separate from the boys and girls rooms have been installed, the complaint said.
However, Grimm refuses to use the new bathrooms because they "undermine his social transition," stigmatize him as "different from other students" and inflict "severe and persistent emotional social harm," the ACLU (American Civil Liberties Union) said.
 
Gloucester County Attorney Ted Wilmot, who represents the school board said that he had not seen the complaint and that any comment would be premature. He said the board likely will discuss how to respond at its next meeting, set for June 18.
 
But Grimm is optimistic that the case will also bring about positive change.
"My case is the first of its kind, so I'm hoping if we win it will set a legal precedent for others in similar situations," he said. "I've also got a lot of support and messages from other trans teens telling me I've given them inspiration and courage to come out in their lives, so I'm happy it's positively impacting other people."
